2. What are the requirements

In addition, all passport applicants should bring a USPS Priority envelope with $9.90 worth of stamps (please do not purchase electronic stamps with deadline)
3. For Change in Name / Using of Married Surname / First Time Applicant Born Abroad
A female applicant who was married abroad and wishes to use the last name of their husband must present the original approved by the Philippine Embassy/Consulate Report of Marriage (ROM) or the ROM printed by the Philippine Statistics Authority (PSA).
First time applicants born abroad must present the original approved by the Philippine Embassy/Consulate Report of Birth (ROB) or the ROB printed by the Philippine Statistics Authority (PSA).
If the applicant has no ROB/ROM, he/she must mail their accomplished ROB/ROM application forms, supporting documents and payment prior to the scheduled consular outreach mission to:

Civil registration applications are subject to evaluation on a first- come, first- serve basis. Average processing time is 6 weeks. Processing time will largely depend on the applicant’s submission of all required supporting documents.The applicant’s copy of the approved ROB/ROM will be released by mail to the address indicated on the self-addressed stamped envelope.
4. Who to contact for inquiries
If you were not able to obtain an online appointment through GOAS, please email outreach@phembassy-us.org with Subject: Consular Outreach – (site) and wait for the response.
There is no guarantee that walk-in clients will be accommodated, as this will depend on the number of applicants being served each day considering limitations on manpower and time. Priority will be given to those who have secured an online appointment or have received a confirmation by email.

II. Dual Citizenship
1. How to apply
For dual citizenship applications during the outreach, applicants should submit the requirements by mail, indicating the chosen site as soon as possible:

2. What are the requirements
The following requirements are to be submitted by mail:
- Duly accomplished Dual Citizenship application form
- Original and one (1) photocopy of Birth Certificate issued by the Philippine Statistics Authority or Local Civil Registry
- One (1) photocopy of US Naturalization Certificate
- One (1) photocopy of US and/or Philippine passport(s)
- One (1) photocopy of Marriage Certificate
- Four (4) colored 2″ x 2″ photos taken within six months with white background
- Processing fee payable in cash or money order made payable to “Embassy of the Philippines” ($50 for principal; $25 for each minor derivative)
3. Dual Citizenship for Children of Filipino-Americans
- Derivative Citizenship: Under the principle of derivative citizenship, unmarried children below eighteen (18) years of age, whether legitimate, illegitimate, or adopted, of former Filipino parents who retained/reacquired their Philippine citizenship under this law, may also be deemed Filipino citizens, if they are included in the parent’s application for retention/reacquisition of Philippine citizenship and the requisite fees paid.
- Dual Citizen by Birth:Please note that a person who is born outside the Philippines on or after 17 January 1973 when either parent was still a Filipino citizen is considered a dual Filipino citizen from birth. There is no need to include the child as a derivative citizenship application. Such children should only have their births reported to the Philippine Embassy/Consulate with jurisdiction over the place of birth to be recognized as Filipino citizens. 4. Passport Application after becoming a dual citizen
Approved dual citizenship applications may also apply for a Philippine Passport during the outreach.

Those with a confirmed dual citizenship appointment and wish to apply for a Philippine passport need not secure a separate passport appointment. Your passport application will be processed after your oath taking ceremony, provided that the documentary requirements are met.

REMINDER:
Apart from the regular payment of consular application/service fees (e.g. passport renewal fee, visa fee, etc.), the Philippine Embassy in Washington DC and its attached service offices DO NOT request nor solicit any monetary support, contribution, and/or donation for the conduct of its consular outreach missions.
Consular outreach missions may be canceled or postponed depending on the current weather conditions or if there is a serious public health issue affecting the destination.
