WASHINGTON, D.C. – The Philippine Embassy in Washington, D.C., through its Migrant Workers Office (MWO), conducted the second installment of its capability-building training series for Filipino educators in Washington, D.C., Maryland, and Virginia (DMV) on 21 February 2026, at the Embassy of the Philippines Chancery Annex. Thirty-nine (39) teachers attended the training entitled “Baliksaliksik Part 2: Teaching Deeper. Reach Further. Empower Every Learner.”

Labor Attaché Saul T. De Vries opened the session by emphasizing the power of continuous professional growth. “Today, as you build your capabilities, you are not just learning new tools, you are strengthening your impact. You are not just upgrading skills, you are empowering students. You are not just attending a training or workshop, you are continuing a tradition of excellence that Filipino teachers bring wherever you go,” he said. 

He also stressed that while technology changes, reading strategies evolve, and lesson templates are updated, Filipino teachers consistently adapt and show up with resilience, creativity, and heart in their classrooms.

To further support teachers’ safety and welfare, BGen. Moises Villaceran of the Office of the Police Attaché provided updates on scam prevention. Meanwhile, Consul Barbie Jane Rosales of the Consular Affairs Section discussed essential consular services available to the Filipino community.

A financial literacy session was also included in the one-day capability training. Ms. Jessica Palmiano-Bellota delivered an empowering talk that equipped participants with practical tools to manage their hard-earned resources wisely while working abroad.

The training proper was divided into two sessions. The first session, Technology Integration for Instruction, was facilitated by Dr. Ingrid Cruz, Program Coordinator of Project Lead the Way at Prince George’s County Public Schools (PGCPS). It was a hands-on workshop focused on educational technology tools that enhance lesson delivery, student engagement, and assessment. She introduced the use of available resources in the County, as well as free applications that could help educators provide a more engaging and interactive learning experience. 

The second session, Bridging Literacy and Science: Effective Supports for Special Education (SPED) Classrooms, was delivered by Dr. Elaine M. Ramos, NBCT, of Martin Luther King Jr Middle School. The discussion focused on identifying key reading challenges that SPED students face in science, applying neuroeducation and brain-based instructional strategies to support reading comprehension, and providing practical tools for classroom implementation.

The three-part capability training, conducted in partnership with the Association of International Dynamic Educators (AIDE), Inc., aims to enhance the capabilities of Filipino teachers in classroom management and instructional delivery through the effective use of technology and adaptive teaching strategies. The first session was conducted last 22 November 2025, while the third and culminating session will be held on 21 March 2026.
